Mr. Sheets delivered presentations to numerous city and county agencies throughout Florida and the nation. He graduated from the University of Texas at Arlington with a degree in Political Science.
Senior Vice President, Director of Government Services Division

Camille oversees all service and capital assessment projects conducted by GSG. She also serves as project director for all revenue analysis projects and general management consulting for service delivery improvements and capital productivity evaluations. She holds a Masters in Political Science and Certificate in Public Administration (MPA) from the University of Florida.
Stephen M. Spratt
Vice President Municipal Services
Mr. Spratt heads the division responsible for the delivery of contract services for utility management, community development district administration, capital improvement planning, funding, construction management and inspection services. Steve brings 31 years of experience to this position having served as the Pinellas County Administrator for six years and over 25 years in Dade County serving as Assistant County Manager and Budget Director. His expertise in financial solutions, service delivery alternatives and building successful public/private partnerships will prove to be very beneficial to our clients throughout the southeast.
Gerald Connolly, P.E.
Jerry is currently the Operations Manager for the Florida Governmental Utility Authority in Longwood, Fl. He received a Bachelor of Science and Masters of Science in Engineering from Southern Illinois University. He started his career as an engineer for the Illinois Department of Transportation. He then worked for Aqua America, Inc. (formerly Consumers Water Company) in various states as Vice President of Operations for over 10 years, which included water and wastewater treatment facilities, distribution and collection systems and customer service. He then became Director of the Danville Sanitary District in Illinois. He is a member of the American Water Works Association and the Water Environment Federation. He holds Professional Engineer licenses in Florida and Illinois as well as water and wastewater operator licenses in Illinois.
Capital Program Manager
Mr. Dickson has more than 21 years of progressive experience in all phases of the delivery of various infrastructure capital projects. Having served both the engineering consulting and construction communities, Mr. Dickson is uniquely qualified to successfully deliver capital projects. The vast majority of Mr. Dickson’s career has been dedicated to the water, wastewater and utility infrastructure market, including design, consulting and construction of utility systems such as water, stormwater and wastewater systems as well as water and wastewater treatment plants. He has proven success with leading teams of engineers, constructors and governmental staff toward the implementation of infrastructure projects ranging in size from $3 million to $90 million. Mr. Dickson is a licensed professional engineer.
David M. DiLena, CPA
Director of Financial Services
During a professional career that has spanned more than 14 years; he has gained broad experience in audit, tax and utility experience with a concentration in the Water & Wastewater industry, particularly in the areas of finance and accounting. As the Director of Financial Services for GSG, David plans and coordinates the administration of the Finance Department, including management of the annual audit for several municipal governments. Mr. DiLena graduated from Florida State University with a Bachelor of Science in Accounting and a Bachelor of Science in Finance. David is a member of the American Institute of Certified Public Accountants, Florida Institute of Certified Public Accountants and The Florida Board of Accountancy.
J. Kevin Grace
Assistant Director of Municipal Services
Mr. Grace oversees the functions of utility administration, capital improvement project planning and construction management, executive and financial support and public/private partnership consulting. His career includes over eighteen years in city and county management. His broad range of expertise in local government management includes organizational re-engineering, public/private competition, project management, economic development, capital programming, utility acquisition and operations, public finance, and planning and development matters. Mr. Grace holds a Bachelors of Science degree in Geography/Sociology from Western Kentucky University, and a Masters of Urban and Regional Planning from the University of Illinois at Champaign Urbana.
Director of Human Resources
Kathy has 27 years experience in human resource and financial management—expertise she uses to oversee all aspects of managing GSG’s work force. Her duties include recruiting, hiring, training, benefits and payroll administration. She also provides payroll and benefits administration services to various clients on a contract basis. She received her Bachelors in Finance from Florida State University.
Community Service Representative
Donna Lizotte is a Community Service Representative working on behalf of the Florida Governmental Utility Authority (FGUA) in the North Fort Myers area of Lee County. Donna has more than 20 years of sales and customer service experience. She has worked in industries which include finance, hospitality and non-profit. Donna holds a Bachelor of Science degree in Business Management from Hodges University.
Sandi Melgarejo joined GSG in 2004. As project coordinator, she is responsible for the synchronization of all workflow and project scheduling between the consulting team and technical support. She monitors the progress of all projects and advises the consulting team and client, when necessary, regarding any schedule modifications, requests for additional data, and clarification on information that is used in the finalization of reports. Prior to joining GSG, Sandi’s experience was in the legal field with over sixteen years of administrative experience and over nine years of experience as a paralegal defending various governmental entities. Ms. Melgarejo received her Bachelor of Science degree from Florida State University.
Community Services Supervisor
As Community Services Supervisor for GSG and the Florida Governmental Utility Authority (FGUA), Meredith provides quality assurance for customer service, actively participates in community outreach programs with our customers and other governmental entities and serves as a spokesperson on customer issues before various groups. Meredith holds a Bachelor of Arts Degree from Judson University and acquired three professional licenses during her time with Northwestern Mutual.
Senior Project Manager
Mr. Rackley is a Project Manager in our Government Services Division. Before joining our firm, he spent four years in state government, where he served as the Team Leader for the Technology and Telecommunications Sourcing Team with the Department of Management Services – Division of State Purchasing. Mr. Rackley is a Project Management Professional (PMP) certified by the Project Management Institute (PMI) and holds a Bachelors of Science (BS) in Accounting and a Masters in Business Administration (MBA) from Florida State University
Community Service Representative
Matthew Rihs is a Community Service Representative working on behalf of the Florida Governmental Utility Authority (FGUA) in the New Port Richey/Trinity/Holiday area of Pasco County. Mr. Rihs has considerable community outreach, constituent service, and communications experience, having worked in the public, private, and non-profit sectors. Mr. Rihs has a Bachelors degree in Government and French from the University of Redlands and a Masters degree in Human Relations and Business from Amberton University.
Mr. Sethi brings over two decades of international experience with drinking water plants and waste water treatment/disposal plants, and has been associated with many other water pumping applications for the industry, including the management of large pump applications for thermal power plants, fire rescue, and others. He holds a Bachelor of Science, Mechanical Engineering (BSME) from AMU India and a Master of Business Administration (MBA) from the Faculty of Management Studies Delhi University India.
As Senior Associate, Merrett’s duties include promoting GSG’s services in south Florida, governmental management consulting and mediation/arbitration services for our local government clients. Merrett has four decades of CEO, City & County Manager and Superintendent experience in large, complex public organizations. During his tenures, he had the CEO responsibility for billion-dollar capital facilities. In addition, he orchestrated projects such as beach restoration, fire and police administration buildings, and other vital improvements in South Florida.
Michael joined GSG in March 2009 specifically for the FGUA’s newest acquisition of the Pasco Utility Systems. He has gained technical knowledge and increasing responsibility in project management, construction administration, and construction inspections, including several high-profile projects for the UK Ministry of Defence and project management and construction administration in Manatee County, Florida. His 26+ years of experience in private and government consulting and construction make him uniquely qualified to oversee the day-to-day operations of the Pasco Utility Systems and the Capital Improvement Projects slated for upcoming years.
